Custom user role

A new Custom Role page should allow us as partners to manage granular permissions for our internal or customer users on a per-user basis in the Platform. We as partners can choose from a list of pre-made templates and make modifications to such or build out a custom roles. This feature rolled out should meet numerous partners functionalityte be more self serviced.
